Folio 111: Jefferyes to Tilson. The Czar and ministers are so fond of their congress at Aland that nothing can direct them from continuing it. Osterman and Mardefeld leaving for there this week, both confident of success, but if HM wishes to interrupt their negotiations I have thought of something which would do it effectively, at least for sometime. It is to send a frigate or two to the place of the congress and bring the Swedish plenipotentiary away by force. The Danes being in open war with Sweden and the Swedish plenipotentiary having no passport from the Danes, they would be the people to execute this mission. 600 resolute men would be enough. The ship used may carry the colours of one of 3 squadrons. Enclosed a diagram of flags, with indicated colours. Orders needed from Lord Stanhope as to the course of action if the Czar invades Sweden and invites foreign ministers to accompany him. I speak the language. It may be profitable. Dated St Petersburg, 16 Mar 1718/9.
