Announces the yielding of York and Gloucester, and surrender of troops on 19 Oct.; says only the hope of relief led him to attempt defence of the post, and recapitulates the action in some detail from the date of his withdrawal withinthe works; encloses correspondence with Washington on capitulation (PRO 30/11/74/118-134); speaks favorably of their treatment by the enemy, and warmly of the generous conduct of the French; praises the patience and spirit of his men and officers; transmits returns of casualties.
