Electrical Energy Inquiry. In 1904 the electricity was certified to be a dangerous trade and draft regulations were issued. This draft was superseded by another in 1907 but 185 objections were received. The obvious dangers to workers were those of electric shock and outbreaks of fire due to short circuiting. This applied to all places where electrical energy or lighting was used, and many fatal and lesser accidents had occurred. James Swinburne F.R.S. was appointed Commissioner to conduct an Inquiry under the Factory and Workshop Act 1901 into draft regulations for the generation, transformation, distribution and use of electrical energy, held at the Surveyors' Institute in Westminster in 1908. Discussions also took place between the Home Office and those who objected to some of the proposed regulations. A satisfactory list of regulations was arrived at and came into force on the 1st January 1909.
