Against the background of the operational side of the coal industry being held more closely to account in the late 1980s, it was decided that there should be a separation of policy making and service provision at headquarters. Shortly after this was carried out the Technical Department was split, with 25 policy staff moving to Eastwood and the rest remaining at Bretby to form the Technical Services and Research Executive. With the planned privatisation of the coal industry, no long term role for the executive could be identified and in 1994 it was gradually disbanded.
