Bruce to Ho Kuei-ch'ing. On 16 Dec 1859 Royal Navy went to rescue of 130 Chinese junks surrounded by pirates near Foochow. On return journey, dispersed five Kwangtung pirate ships. This is in sharp contrast to Chinese failure to take action.
