Description

H. Parkes et al. to Lao Ch'ung-kuang. Earlier in the year, the late Governor Po-kuei of Kwangtung conferred with Commanders-in-Chief of Anglo-French forces occupying Canton. They all agreed that abduction of Chinese males for sale as coolies overseas should be strictly prohibited, but that voluntary emigration should be legislated to protect the emigrants. Now a British officer O-ssu-tien [Austin] has been appointed to organise recruitment of coolies for British West Indies. He has drawn up five regulations, copy of which is enclosed herewith. Lao Ch'ung-kuang should depute an official to act in co-operation with [Austin]. As for legal emigration to French colonies, Lao Ch'ung-kuang will be informed when regulations are decided upon.
