Elgin to Kuei-liang and Hua-sha-na. Is pleased that they have finally arrived at Shanghai. Protests that Viceroy Huang Tsung-han of Liang-Kuang et al. are inviting donations, organising militia against foreigners, and placing 30,000 taels on the head of H. Parkes. Hong Kong authorities attempted to spread word of Tientsin Treaty but their small boat was fired upon by militia from Hs in-an. Consequently Royal Navy launched an attack on Hs in-an.
