Kuei-liang et al. to Elgin. Outline result of meetings with Lay: (1) tax may be fixed to satisfaction of both parties; (2) China has never persecuted, and will never persecute missionaries; (3) will co-operate in suppression of piracy; (4) Britons going into interior of China will only cause endless trouble; (5) cannot accept that henceforth all correspondence be written in English; (6) war and hence indemnity is entirely responsibility of Canton; (7) residence in Peking may be found for British envoy, but to be used only as occasions arise.
