Wang I-te to Bowring. Acting Prefect Yeh of Foochow, being new to his job, might well have used improper diplomatic language but Vice-Consul F.H. Hale was most impetuous in tearing up letter. Encl. Consul W.H. Medhurst to Prefect Pao of Foochow, 19 Oct 1855.
