Hsü Kuang-chin to Bonham. Total of tea commission etc. does not exceed traditional rate of 0.5 tael per 100 catties and is designed to foil attempts at smuggling by merchants whose complaints, therefore, should not be allowed to form basis for Bonham's protests. Besides, tea commission is earmarked for re-imbursing Imperial Treasury for sums paid to Britain as war indemnity [and hence Bonham should stop complaining].
