Bonham to Hsü Kuang-chin. Tea commission etc., now totalling 0.5 tael per 100 catties, and licensing system, definitely contravene Treaty of Nanking and Supplementary Treaty. London is indignant and will hold China responsible for all consequences. Requests that these facts be made known to Peking.
