Ch'i-ying to Davis. Will protect foreigners as requested. Will have no difficulty in doing so if all foreigners observe treaty. Additional demand, not included in treaty, to enter city has resulted in rioting and burning down of Canton Prefect's yamen. If Britons actually set foot in city, Ch'i-ying will not be able to protect himself, let alone foreigners. Declines Davis' offer of help to control Cantonese.
