Ch'i-ying and Huang En-t'ung to Davis. Have received no communication from Davis dated 13 Jan 1845 and therefore could not reply. Wonder if it has gone astray. Encl. Davis to Ch'i-ying. Pirates bearing government marine identities have been found. Asks him to investigate. 6 Feb 1845.
