Ch'i Kung to Pottinger. Is suprised to read that British Consul at Amoy [H. Gribble] claims trade regulations provide for imported goods to be taxed as they are sold. Rather, treaty stipulates that import duties should be paid in full as soon as goods enter port. Requests that Consul be instructed to observe regulations.
