Joint declaration by Pottinger and Ch'i-ying. Have compared English and Chinese versions of ratified Treaty of Nanking and found no mistakes in either. Copies are hereby exchanged. Encl. 1. Ch'i-ying's reply to Pottinger's proposals of 25 June. Not unwilling to settle question of tariff regulations speedily. Chinese trade with Hong Kong should be taxed. Disagrees that Chinese in Hong Kong should be governed by British law. Has made arrangements to facilitate surveying of coastal waters. Has arrested Brigadier and Intendant of Taiwan. Agrees to joint effort to suppress piracy. Cannot fix a place specially for mooring of opium vessels. 9 Jul 1843. Encl. 2. Ch'i-ying's reply to Pottinger's draft proposals of 30 June. Cannot legalize opium. Will study Pottinger's memo to Emperor when delivered, and will forward it if appropriate. Thanks for promise of copy of map for coastal navigation when ready. Agrees with views on diplomatic letters. Cantonese are still violently opposed to foreigners entering their city. 9 Jul 1843.
