Niu Chien to Bremer and Gough. Although government cannot pay ransom, citizens of Nanking have in fact begun donating money for it. Sudden appearance of Royal Navy will only frighten away citizens and their money. Requests that Royal Navy withdraws for about ten miles, promising news of ransom within five or six days.
