Liu K'ai-yü and Sub-Magistrate Chiang Li-ang of Macao to C. Elliot. Transmit Teng T'ing-cheng's edict: endorses Elliot's view that opium smugglers are damaging the cause of proper trade, and his proposal to lay down regulations to put legal trade on sound footing; will send official to Macao to discuss formulation of regulations with British and Portuguese authorities.
