Prefect Designate She Pao-shun to Johnston. Transmits Lin Tse-hsü's edict: has requested Canton authorities to allow foreigners to leave Canton after half of estimated opium stock has been surrendered. Would have done so even before this if only all opium hulks had arrived at Hu-men; there is evidence to show that delay in arrival of many hulks is caused by desperate attempt to sell stock; condemns Johnston for having had letter delivered directly to him rather than through Chinese merchants as required by regulation.
