1 item (originally enclosed in Governor Bowen's despatch, 31 December 1883) extracted from CO 129/213. Tonkin (now part of Vietnam). Cartoon purporting to show Japanese and French armies fighting against the 'Black Flags'. Sale of the cartoon on the streets of Hong Kong had provoked a complaint from the Japanese Consul in Hong Kong. It is unclear whether Tonkin refers to the city (now Hanoi) or the region of that name.
