VOL. 13F Summary of Contents. Political correspondence. Politics and government: J.R's increasing political activity; his correspondence with Dean of Bristol, Sir James Graham and Sir G. C. Lewis on the political scene, reform etc. and his own politicalfuture; his intention not to serve under Palmerston if he (P) "comes back with the old government"; he considers that "..... nothing is more dangerous than a conservative government promoting radical changes"; bitterness at the `liberal party's' propositions to him (fs. 5-6; 62-3; 101-2; 126-9; 134-41; 151-2). Jewish disabilities: the oath amended by resolution and Jews admitted to parliament (July 26): letters of thanks and gratitude to J.R. for his "..... noble and long continued exertions" in the Jewish cause from Baron L.de Rothschild and Charlotte his wife (fs. 95-100). India bill and transfer of power to the crown (see India). Reform: speculation about a new bill; J.R. is in favour of a moderate degree of disfranchisement but considers the ballot to be a "bad, secret, shabby way of voting" (fs. 134-5); Sir J. Graham's views (fs. 112-15); Duke of Argyll's views (fs. 161-6; 175-83). Defence: Navy: question of creating a reserve from the merchant service. Correspondence: Sir J. Graham. Defence: Army: (see also India) Sir J. Graham reports that "entry by competitive examinations is regarded at Osborne with high displeasure" (fs. 91-4) India: bills. Lord Palmerston will support J.R. in rejection of 2nd reading of bill No.2. J.R's plan (resolutions) of government by President and Council (fs. 3-4); Aberdeen's support; Macaulay's comments (fs. 23;39-40). Palmerston's views on J.R's resolutions (Sir G. C. Lewis, fs. 43-6); Graham advises caution "..... instead of an Empire, you will become a Party in the suit" (fs. 58-61). India: Question of future of the armies of India: Graham is "over awed by the magnitude and difficulty of the subject" (fs. 75-6). Foreign affairs: "..... I have long been persuaded that ..... treaties are much less binding than formerly" (Lord Aberdeen, fs. 196-7). Foreign affairs: France and Italy: Lord Clarendon reports that "..... the Emperor said that Pope & Co. would be murdered the day after French troops left Rome" (fs. 232-5). The Risorgimento: Palmerston's comments on J.R's proposals (fs. 103-8); question of union of Duchies (of Parma and Modena) with Piedmont; Austria, Venice and Lombardy; Clarendon's survey of the Italian situation (fs. 216-21). Foreign affairs: China: Joseph Foden's condemnation of "those cruel and unjust operations .... of our officials at Canton" (fs. 79-87). Ecclesiastical: Sir J. Graham dislikes patronage but feels that the "supremacy of the Crown" is essential to counteract divisions within the church (fs. 112-15). J.R's views on church matters: he considers the absolution in the Visitation of the Sick to be "thoroughly popish" and we should be "rid of it"; he considers that disestablishment would lead to a Republic within ten years (fs. 128-9). Personal: J.R. invited by Lord Brougham to preside at next meeting of Social Science Association. Personal: Heinrich Barth's gift of his Travels and Discoveries in Central Africa (1858). Personal: Life of C. J. Fox: Duke of Bedford's personal reminiscences of George IV and his times; his correspondence with Sir G. C. Lewis (fs. 122-5; 130-3). Personal: J.R's enquiry about Scottish education (? for his son) and Duke of Argyll's reply "..... Edinburgh is ..... not what it was in your days" (fs. 190-1).
