In August 1919 the President of the Board of Trade set up a Committee under the chairmanship of H B Betterton to 'investigate and report upon the present condition and economic possibilities of non-ferrous mining in the United Kingdom' and to make recommendations to the Government. The Committee confined its work to the ores of tin, lead and zinc and the minerals associated with them, holding 60 sittings and hearing evidence from 72 witnesses. The Committee's report (Report of the Departmental Committee Appointed by the Board of Trade to Investigate and Report Upon The Non-Ferrous Mining Industry (Cmd 652,1920) was presented to the Government in March 1920.
