Description

This series contains the records of the inquiry into the supervision of the Bank of Credit and Commerce International (BCCI), also known as the Bingham Inquiry. It includes case files, correspondence, written testimonies, transcripts of oral evidence, meeting notes and papers, reports and memoranda from a variety of sources, including individuals, financial bodies, solicitors, local authorities, UK government departments and bodies, and foreign government bodies. Also included are records detailing the setup of the inquiry and initial drafts of its final report.

Administrative / biographical background

The BCCI (Bank of Credit and Commerce International) inquiry was initiated following the abrupt closure of the bank in 1991 amid allegations of fraud, money laundering and other criminal activities. The inquiry was setup up in 1991 by the Chancellor of the Exchequer at the time, Norman Lamont. It was led by Lord Justice Bingham and was tasked with investigating the supervision of BCCI under the Banking Acts and determining whether the actions taken by UK authorities were appropriate and timely. The inquiry revealed significant regulatory and supervisory failures, leading to recommendations for improving the oversight of financial institutions.
