The Iron and Steel Board was given general authority over the iron and steel companies, and in particular over their investment programmes and finances. It was to promote efficiency by vetting development plans in the context of an overall strategy for the industry, although it was unable to plan new capacity, withdraw old capacity or to reorganise the companies into larger groups. These powers were thus largely negative. The board also represented the industry within the European Coal and Steel Community. It had a number of internal administrative divisions, including the Chairman's Office, a Secretariat, the Development Division, the Finance Division and the Technical Division.
