This series consists of a small accumulation of registered files which were created and used for dealing with matters concerning the Welsh Council. The subjects covered deal with general arrangements for administering the council, economic background and briefings on industrial, agricultural, transport, planning and educational matters for which the Welsh Office was responsible.
This series appears to date from the time when devolution was being discussed seriously and it is believed that it was unofficially created to make identification of Welsh Council material easier. It was envisaged that the Welsh Council could have become the core of a devolved Welsh administration. Once it was clear that this would not happen, the series gradually went out of use.

There is some doubt as to the significance of the original reference numbers and the order of the files during their active life does not seem to have reflected these numbers. However for the purposes of transfer to the Public Record Office, the files have been arranged according to the original reference number in strict numerical order as this seemed the most useful approach.
