The Colonial Development Corporation was established in 1948 by the Overseas Resources Development Act and obtained its present title in 1963 under the terms of the Commonwealth Development Act. This latter Act extended the corporation's area of operations, as did the Overseas Resources Development Act 1969, which enabled the corporation, with ministerial approval, to operate in any country outside the United Kingdom. The minister concerned was, and is, the Minister for Overseas Development, who appoints the corporation's members.
The basic purposes of the corporation are to assist the economic development of dependent territories in the Commonwealth; of territories which have achieved independence since 1948; and, with ministerial approval, of any country outside the United Kingdom.
