Order from viceroy to hong merchants. Low [of Russell and Co], Latimer, Jardine and others have petitioned the Hoppo against the proposed searching of the holds of ships importing rice. The Hoppo states that the procedure is necessary to prevent abuses and that Jardine has like others improperly remained in Canton for years and is always presenting petitions. The hong merchants are to tell foreign merchants to import rice in quantity, but not in ships carrying other cargo. The hong merchants are to report why Jardine has not left. (Dated: 8m 2d).
