Order from Hoppo to hong merchants. Following the murder of a Chinese, Huang Shou-fu, by foreign sailors off Lintin, the Hsin-an magistrate reported the matter and the viceroy has given instructions for the surrender of the foreign criminals and the detention of the foreign ships; and in accordance with his request the hong merchants are hereby ordered to ascertain the name(s) of the criminal(s), to procure (his/their) surrender and to prevent the ship from sailing home.
