Order from viceroy to hong merchants. The threat to send in soldiers was made on account of the refusal to surrender the murderer of a Dutch captain and the bringing in of a foreign woman, and if behaviour improves they need not be sent in; and if the arms brought into the Factories are removed no great enquiry need be made. Otherwise trade will be stopped and safety cannot be guaranteed. (Dated: 9m 11d).
