Order from viceroy, concurrently acting Hoppo, to hong merchants to inform the taipan that after their apprehension the Wabash malefactors will be most rigorously punished, that slightly terms for foreigners are not used officially and are repressed among the people and that although the procedures for obtaining pilots cannot be altered there will be no delays. (Dated: 4m 30d).
