Elphinstone to Mowqua. Welcomes the return home of Mowqua's son, but regrets that the representations about Customs behaviour were not made to the Hoppo, that more camlets have not been sold and that last year's cotton has not been sold. As the Select Committee need cash they would like to borrow from Mowqua 15,000 long ells, whose sale would not affect the Market. It might however be preferable to Mowqua to provide cash by the sale of his cotton, as cotton prices may fall on the arrival of a further cargo on the [? Charlotte]. (Dated: 19 May).
