Memorial by viceroy reporting on his inspection of Hsiang-shan, Shun-te and Macao. Includes statements that Arriaga and Staunton were both told that their countries were excused from sending the tribute missions requested; that Arriaga was told that mathematicians were not needed in Peking; and that the need to prevent opium smuggling was emphasised to both.
