Petition from former acting Nan-hai magistrate to superiors. Huang A-sheng case. Browne has taken over as taipan and if ex-taipan Roberts, who has failed to hand the criminals over, sails for home the case will be long delayed. Submits that the Hoppo should defer issuing port clearance and that security merchant(s) and taipan should be ordered to hand the men over. (Dated: [12m -d]).
