This series contains policy papers relating to innovation, science, engineering and technology. The Divison acted in a coordinating role for the Department, and across government, to promote competitiveness and technology transfer. It was also responsible for Secretariat and budget management for Innovation and Technology Support (ITS) and Chair of the Individual Programmes Committee (IPC), as well as central lead in policy and operation of the Sectoral Challenge.
The prefix covers Technology and Standards Directorate and Innovation, Research and Technology Policy Directorate (TS/IRT) records. It was renamed in April 1999 to Innovation Policy, and Standards Directorate and Innovation, Research and Technology Policy Directorate (IPS/IRT) and participated in two significant projects. These were the joint DTI/HTM consultation paper (Green Paper) (1998) and the creation and development of the Higher Education Reach Out Fund (HERO) (1998-1999).

The Research and Technology Policy Division was part of the Department of Trade and Industry from 1992-2004. Its first Machinery of Government (MoG) change took place in 2004, transferring it into the Department for Business, Enterprise and Regulatory Reform (BERR). A second MoG change in 2010 transferred them into the Department for Business, Innovation and Skills (BIS). In 2016 there was another MoG change again into the Deparment for International Trade, before their last MoG change in 2022 to the Department of Business and Trade.
