On its formation, the unit comprised of five branches. Branch 1 had responsibility for policy and strategy on rough sleeping and led the ministerial committee on rough sleeping and interdepartmental group on rough sleeping. Branch 2 had responsibility for administration of grants and programmes. Branch 3 had responsibility for delivery on streets, flow-up from Victoria pilot and the Savoy Place initiative. Branch 4 had responsibility for benefit and employment issues, winter shelters and prevention of rough sleeping among ex-offenders and ex-servicemen. Branch 5 had responsibility for health issues and liaison with the NHS and care leavers. The London Rough Sleepers Unit's initial target was to reduce numbers of rough sleepers in London by two thirds by 2002.
