Folio 185: John Tower, HMS Curacao, Spithead. In his communication about the detaining the French Cartel General Wellesley, he took out of the ship two French men named Mr Margin who had voluntarily entered and received pay as Mate and Gunner. It appears the Mate has been attempting? with the Gunner to give false evidence and it is now believed the cargo was wholly shipped unknown to the British Government.
