Folios 329-330: William Sidney Smith, HMS Antelope, off Flushing. He responds to the request from the American Consul for the discharge of Samuel Moore and John Carter who claim to be American citizens. He encloses a report on Samuel Moore and says that no one named John Carter has served on HMS Antelope.
Folio 331: enclosed with folios 329-330. Report dated 7 January 1804 by William Sidney Smith, HMS Antelope. He says that Samuel Moore transferred from HMS Caroline in March 1803 and that he claims to be an American citizen.
