Folios 14-15: William Shields, the Sea Fencibles, Harwich. Acknowledges the letter enclosing a statement from Captain Mansell about Robert Cooper, reports that Cooper is indeed a Sea Fencible, and according to the list left by Captain James Nicholl Morris he was enrolled on 8 October. Thinks Lieutenant Robert Turner may have made a mistake in giving Cooper a ticket of leave for a longer period than necessary, and that Captain Mansell's decision to detain him was prompted by a discrepancy in his papers.
