Folios 10-11: William Shields, the Sea Fencibles, Harwich. Encloses a list of the vessels which will be fitted out for the defence of the coast with the numbers of guns and men each carries. He will station 25 men on the Newport gun barge. No one has yet arrived to fit them out, suggests a Shipwright is needed at Brightlingsea.
Folios 12-13: enclosure with folios 10-11. Letter dated 18 November 1803 by Captain William Shields, the Sea Fencibles, Harwich. A list of 60 small vessels being fitted for coastal defence between the Rivers Blackwater and Stour.
