Folios 126-127: Thomas Richbell, Regulating Officer, General Rendezvous Office, Tower Hill. As directed by their letter of 14 [October 1809] encloses a return of the numbers of each class and description, with notes, of the persons turned over to him by the Civil Power over the last year, together with the total number who have been rejected for various reasons.
Folios 128-129: enclosure with folios 126-127. Admiralty Note from Mulgrave (sp?). Looking over Captain Richbell's Return he finds only 98 persons charged with serious crimes, of whom 10 have been discharged on surgical objections leaving 88 acquired to the service in 12 months. Discusses their ages and whether or not they are likely to cause mischief. Discusses whether the Regulating Officer should be restricted from taking delinquents above a certain age, and is of the personal opinion that he should not take anyone over 20. lads under that age may be reformed and rendered useful and even valuable Seamen.
Folios 130-169: enclosure with folios 126-127. Return of the number of persons turned over from the Civil Power between 10 October 1808 and 10 October 1809. For each man lists date of entry, pressed or volunteered, name, age, height, where born, quality, date discharged, place of discharge, remarks ( by whom arrested and nature of offence). In case of deserters, names ships. List contains approximately 600 names on folios 131-155. Folios 156-169 are blank. At end of list, on folio 155, signed by Thomas Richbell, Regulating Captain, 20 October 1809, number of persons rejected as reputed bad characters, surgical objections, and claimed to be apprentices, 252.
