The Homes and Communities Agency (HCA) was established in December 2008 under Housing and Regeneration Act 2008. It is the national housing and regeneration delivery agency for England whose role is to create thriving communities and affordable homes. The HCA is an executive non-departmental public body whose sponsor government department is the Department for Communities and Local Government.
