Folio 1: Title page.
Folio 2: Explanatory note. During the period of the War, papers of a confidential nature in the office of the C-in-C Home Fleet were filed in Packs (numbered separately from the non-confidential records) in a Series 001 to 0042 inclusive. Copies of relevant telegrams were filed in these packs, but a complete set of all telegrams was also maintained. The secret packs were re-arranged by the Grand Fleet secretarial staff in February 1919, when papers considered unimportant were removed and destroyed, and the remainder re-indexed. They were received in this form by the Historical Section in April 1920, and bound as received, in a series of Volumes. The 1919 index will be found in the first volume (see ADM 137/1881) and extracts from this have been inserted in each succeeding volume. This volume is the 35th of the series.

The note is included in this volume at folios 47-56 as Foreign Office Contraband confidential paper 165341, Number 1, dated 6 November 1915).

Folios 13-17: Letter No 1583/HF0020, 3 August 1915. Admiral John Rushworth Jellicoe, HMS Iron Duke, to Admiralty concerning cotton trade. Includes abstracts of vessels sent in to Kirkwall and Lerwick between 30 May and 10 July 1915.

Conclusions reached after examination of the Rationing Agreement recently made with the Netherlands Overseas Trust. Also includes information on imports of fruit and iron ore into Holland and from there into Germany.
