HMS Aboukir was torpedoed and sunk and HMS Cressy and HMS Hogue torpedoed and sunk while rescuing survivors. Court does not measure blame but presence of cruisers rests with Admiralty telegram of 19 September 1914. Cruisers left without screen due to heavy weather but not known why screen did not return on 21 September Court’s opinion: 1 Cruisers should have zigzagged. 2 Captain Drummond should not have ordered other two cruisers to close. 3 Captains of HMS Cressy and HMS Hogue should not have stopped. 4 Number of lookouts insufficient. 5 Watertight door should have been closed permanently. 6 Codes, cyphers have been endangered. 7 Appreciation of courage of Officers and Men Consideration to supplying more lifebelts. Auxiliary lights should be kept on. When torpedoed, communications likely to breakdown. No truth in trawler beating off men in water. Some survivors were in no hurry to leave comfort of trawler.
