The Westminster Foundation for Democracy (WFD) is an independent political foundation, sponsored by the Foreign and Commonwealth Office (FCO). It was established in 1992 to support the consolidation of democratic practices and institutions in developing democracies. WFD specialises in parliamentary strengthening and political party development; works at national, regional and local levels; and is uniquely placed to draw directly on the expertise and involvement of the Westminster political parties. Its Board of Governors is constituted on a cross-party basis and is appointed by the Secretary of State for Foreign and Commonwealth Affairs. WFD's main source of income is the FCO, from whom it currently receives an annual grant; and it raises additional funding from other sources such as the Department for International Development (DfID) and the British Council to support its programmes. The Foundation is accountable to Parliament for its expenditure.
