The files in this series cover the governance and management of Commission for Architecture and the Built Environment (CABE) from its creation in 1999 as a successor to the Royal Fine Art Commission to the point at which it ceased operating as a non - departmental public body in 2011, after which time its functions were merged into the Design Council on 1 April 2011.
The series includes papers relating to the initial establishment of CABE as a company limited by guarantee, the handover of functions from the Royal Fine Art Commission, and early[1] arrangements for developing and taking forward CABEs mission. These describe CABE establishing its policy position and strategic direction, and developing tools to achieve them.
The series also contains papers relating to the re-establishment of CABE as a non departmental public body under the Clean Neighbourhoods and Environment Act 2005
The files includes correspondence around the arrival and standing down of CABE chairs, Commissioners and Chief Executives and papers relating to conduct and activities of Chairs, Commissioners and Chief executives when in office.
It contains minutes and papers of Commission (board) meetings; and minutes and papers of CABEs corporate Committees (Audit Committee, Operations Committee and Placemaking Committee). The formal establishment of CABE records was a Department for Culture, Media and Sport (DCMS) responsibility, (e.g. of ministerial approval) held by DCMS Preparatory work for the Clean Neighbourhoods and Environment Bill and its enactment was the responsibility of Defra, with DCMS involved in the drafting of those parts of it related to CABE. Significant records relating to the drafting and progression of the Bill are held by those two departments. CABE Chairs and Commissioners were appointed by the Secretary of State for Culture, Media and Sport, in consultation with Department for Communities and Local Government (DCLG) (or predecessor departments) ministers. CABE was funded both by DCMS and DCLG. Records relating to their selection and appointment are held by DCMS. Human Resources records relating to the Chief executives (along with other staff records) were also transferred to DCMS at the closure of CABE.

The Commission for Architecture and the Built Environment (CABE), was established in September 1999, as a non-departmental public body sponsored by the Department for Culture, Media and Sport (DCMS). CABE succeeded the former Royal Fine Art Commission (RFAC) which had been established by royal warrant in 1924 to advise on individual projects specifically referred to it by government departments and other public bodies. RFAC was eventually sponsored by the Department of the Environment and the Department fof National Heritage, but had no statutory powers and was abolished in April 1999.
CABE was funded by both DCMS and the Department for Communities and Local Government (DCLG).
CABE was made a statutory body by the Clean Neighbourhood and Envirnonment Act, 2005. CABE served as the government's statutory adviser on architecture, urban design and public space in England. Its remit was to influence and inspire the people making decisions about the built environment; working directly with architects, planners, designers and clients.
CABE's remit did not cover Scotland, Wales or Northern Ireland. The equivalent body in Scotland is Architecture and Design Scotland.
