Description

Folios 146-148.

To: The General Board of Health.

From: Charles E Deacon, Town Clerk and Clerk to the Local Board of Health, Southampton [Hampshire].

Subject Matter: Letter applying for sanction to borrow the sum of £5000, for the purpose of enabling the Southampton Local Board of Health to pay off the outstanding liabilities of the Commissioners of Waterworks of the town, and which Board existed at the date of the application of the Public Health Act 1848 to Southampton. Deacon explains that the works made available, and now forming part of the general works for the new water supply to the town, belonged to the Commissioners, and were transferred to the Local Board of Health at the date of such application.

Deacon further explains that the Local Board find it necessary, in consequence of many districts now being laid out for building, to extend water mains and works in connection therewith to those districts. Their Consulting Engineer, Mr Manwaring, is said to have made an estimate of the expense of these works, which amounts to the sum of £2545 14s 6d, 'but the Board are of opinion that at the present time, it is only necessary to apply to the Board for their consent to borrow the sum of £1004 7s 3d (say, £1000) on account thereof - making, with the before named £5000, a total sum of £6000'. Deacon adds that the Local Board are extremely anxious to make the payment and to extend the mains where necessary, and they hope that the General Board will give their consent at the earliest opportunity.
