Folios 4-6.

To: Edwin Chadwick, The General Board of Health.

From: George E McCulloch, Observer Office, Stirling, [Stirlingshire, Scotland].

Subject Matter: Letter calling attention to the sanitary state of Stirling. McCulloch explains that the 'crowning nuisance' in the place is a Mill-dam situated at the bottom of the town, and into which a great proportion of surface water of the town runs: - 'I need not tell you what that surface water contains'. The drainage of a large Tan Works, and several other 'supplies of impure water', is also said to flow into the same receptacle. McCulloch submits that the dam has not been thoroughly cleaned out for the past ten years. He also calls attention to a 'Manufactory of Manure', situated in the immediate vicinity of the aforementioned dam, where the sweepings of the streets, mixed with night soil and other filth, is accumulated at a spot about 100 yards from the Burgh Mill Dam and 80 yards from the nearest dwelling houses. It is also said to be in the immediate vicinity of the Railway Station of the Scottish Central Company; the principal thoroughfare of the town and the Markets. McCulloch explains that the ground upon which the filth is laid down belongs to the town, but that it is the local authorities of the town, who recently took the Scavenger Department into their own hands, who are creating the nuisance. He requests the opinion and guidance of the General Board on these points. McCulloch adds that he has just heard that there are plans being prepared for the purpose of erecting a public Slaughter House on the same ground as the dunghill to which he refers.
