Administrative / biographical background

The Department of Health and Social Security followed the 1911 principle in connection with National Health Insurance Scheme that information held is treated as confidential unless the person concerned consents to disclosure, except where this is either in the individual's or the public's interest. To ensure this practice was observed the working party was established to review policy and possible breaches of the code.
