Description

Folios 176-178. Letter from H Place, Collector, Sutton in Ashfield, [Mansfield Poor Law Union], to the Poor Law Board. He states that the act for rating small tenements to the owners has been adopted in his parish. The owners have been assessed in the January rate just obtained at 3 fourths. There are many small tenements yielding so little profit to the owners that the overseers wish to receive only half the rates. He asks if they may be reduced to half by putting one fourth into the excused list in addition to the fourth allowed by the act.

Enclosed is a form detailing the arrears and amount to be collected from the following owners or occupiers: Mr Marriot, Occupier and [Mr Outram], Owner.

Annotated: this course of action would not be legal. No one can be excused paying the rates whether owner or occupier unless by order of the justice on grounds of poverty. If the property has been assessed at a higher rate than it is worth the owner may appeal, but the assessment is not to depend on the amount of the rent actually received.
