To: The General Board of Health.
From: Frederick L Brown, Clerk to the Local Board of Health, Llanelly [Llanelli, Carmarthenshire].
Letter advising that the parish of Llanelly are about to make a Poor Rate, which will probably be presented to the Magistrates next Saturday and will then be signed, passed and published on Sunday. Brown explains that that this would be just 3 days before the day of a contested election of the Local Board - 'the consequence would be that all voters would be disfranchised who had not paid the rate'. He submits that 'surely the legislature could not have intended such a state of things to exist'.
