- OD 49/1 was selected for permanent preservation following an accelerated review process under the Open Government Initiative in the Overseas Development Administration which identified certain subjects whose records could be released early, including this file on the fourth United Nations Conference on Trade and Development (UNCTAD). Other files in the series will be subjected to selection review when they are due regular second review from c. 2005.

The Bilateral Coordination Department was established in 1980, replacing an earlier Bilateral Aid and Rural Development Department. In 1982, the Department expanded its brief to cover the operation of consultancies in the development field, and was re-named the Bilateral Coordination and Consultancies Department.
